Windows 10: Can I Transfer a Windows 10 Pro Retail Licence to a new PC with Windows 10 Home (OEM)

I have an 8 year old PC on which I installed a bona fide retail version of Windows 8.1 Pro purchased from Microsoft. When Windows 10 was released I installed the free upgrade to Windows 10 Pro. I am about to buy a new PC which will have Windows 10 Home installed (i.e. OEM). Can I uninstal my Pro licence from my old PC and use it to upgrade my new PC from Home to Pro?

Is your Windows 10 Pro licence based on an OEM licence (came pre-installed on a PC) or Retail (purchased separately to a PC)

If it is a Retail licence, then it will have transfer rights to a new Motherboard or PC, if it is OEM it will not . ..

Which is good news actually, because Windows 8.1 is loads cheaper than previous versions (retail licensing at Windows 7 OEM prices). And it sort of puts a huge hole in the Windows subscription theory.
