Can I use Linux to get back Windows?

Hello, everyone. I have a HP Stream '14 Laptop, with very bad specs. A series of events led me to no longer having access to the Windows OS, and instead with a computer with the "No Boot Device Found" error.

I do NOT have access to another computer, or any Windoes installation media.

I DO have access to an OTG adapter, a 64GB USB Stick, and an Android smartphone with OTG capabilities and 256GB storage.

The Android device is NOT rooted, and I do NOT intend to root it, as it is under warranty.

I know that there is an app called DriveDroid that allows you to use your phone as Windows installation media. However, it requires root. Again, I will NOT root my device.

I know of a method that allows me to use Linux based systems without root, so my question is this:

If I were to install Linux Ubuntu onto my HP Stream laptop, could I then use the laptop to make a bootable hard drive with the Windows ISO, then boot it from that again?

If so, how do you do it? I am not experienced with computers in the slightest.

If not, please help me with my situation as I described earlier.

Thank you for taking your time to read all this way!

    :)

I guess the next logical step would be to report on the performance you can get with SLI in Linux. That'd be my suggestion anyway.
