Windows 10: Can not Download Any Games via Microsoft store or Xbox app

Purchased the Microsoft PC GamePass on 04/08/2020 via microsoft rewards.and i am unable to download or install Games through the microsoft Store or Xbox App.
have been working with Microsoft Support since late at night around 23:00 at 04/08/2020, aswell as 11:00 on 05/08/2020.
Information.

Windows10 Version : 2004
Case Number : 1008556945

Storage
Space on C Drive 150GB
Space on G Drive 1.72TB

Spoke to several advisors/advocates as well as support through Microsoft 365. following their steps, none were successful. some steps included resetting the WSCache, Using PowerShell/command Prompt to change file names or deleting caches. As well as having my subscription Refreshed. attempts to sign out and back in have been made, as well as to repair any corrupted/Damaged Files, Windows Trouble shooter was unable to identify any issues. attempted to download via another User on this machine but did not work, tried do disable all other services except from windows services and restart however that did not work. also attempted to re-register Both the Xbox app and Microsoft Store. also attempted SFC DISM Scans. attempted a full system scan, Deleted Software Distribution. Deleted Cache files inside Microsoft.WindowsStore_8wekyb3d8bbw also created a new folder in this file in localstate called "cache".

Games that refuse to download and show up the error key: 0x80073CF9
Halo Master chief Collection 86gb
Sea of thieves 50gb
Forza Horizon 4 76gb
These Games were previously installed on my machine and would run easily at 100FPS at max settings
However there was several games which have worked and that is,
Grounded 3.7gb
the Touryst 400mb

I have also spoken to several Advocates who have tried to help however they had little luck, One person believed it may be an issue with a service such as intelligence servicesor something along those lines

How to find games I've downloaded from Microsoft Store (Windows 10)


If they are xbox app games they are listed and can be launched via the xbox app.

For a list of all your downloaded app games, click the store app, click your account photo on the upper right of your screen and click "my library", all your game downloads will be there, you can then click on a game and then click open to play it.

Xbox Insider Hub does not appear in the Microsoft Store

1. Did you make any changes to the PC prior to this issue?
   
2. Have you signed in using the Microsoft account?
   
3. Are you able to search for other apps on the Microsoft Store?
   

However, you may follow these steps to check if that helps.

Step 1: Suggest you to run the apps troubleshooter to
fix problems with apps from Microsoft Store.

Step 2: You can also try to manually
download the Xbox Insider Hub from the link.
