Windows 10: Can not open Admin Tools and Defender in Admin account

    Can not open Admin Tools and Defender in Admin account


    Hi

    I tried to fix error message in Settings - Windows Update where it is saying in red fonts: Your insider preview build settings need attention. Go to Windows Insider Program to fix issue.
    It showed up right after I visit Windows Insider Program in Settings. I have never used Insider build on this PC and I am not logged with Microsoft account. There is nothing to fix in WIP Settings. It is weird but anyway.. I jumped into different issue trying to solve this.

    I tried Method 2 from this thread:

    Basically stopped a few services, renamed folders and started services again.

    However it didn't fix my problem and unfortunately added more.

    After restart PC I immediately noticed popup error window with error code that Windows Defender can not start, I can not open it from Windows Settings either.
    Plus, I can not open any Admin tools like Services etc, which I think is pretty serious. However I can open Services from Task Manager.
    It shows a "modern" red error window and saying something like: This app has been blocked for your protection. Publisher not trusted. Contact Administrator.

    I am logged as Admin. I tried different Admin account - didn't help.
    sfc /scannow found violations but can not repair.
    I tried DISM command but during boot it crashed to BSOD.

    Is it repairable ? Everything else seems to be working fine.

    opening Windows Defender Center as an admin was sent to this email address using the snipping tool. I had a problem with screenshot.

    so, I managed to fix it successfuly... I forgot to mention that I didn't have Restore points (Anniversary update had to disable it (!)) so this option was not available for me.
    The problem was obviously in Catroot folder, not sure what happend but it deleted Catroot instead Catroot2 folder. I recovered files and everything works without problem.
    However Windows Insider error warning is still present. It is already reported here v1607 Insider Preview build settings need attention - Windows 10 Forums
