Windows 10: Can not reactive windows after changing hardware

Hello,I changed hardware motherboard, cpu and I can not reactivate windows. I have digital license. While trying to troubleshoot I get "Unable to activate Windows We can’t find any devices linked to your Microsoft account that can be used for reactivating the device you’re using right now. Make sure you’re signed in with the same Microsoft account you linked to the Windows 10 digital license on this device or try again later. ".I created a support ticket, but so far got no call back.Any ideas?

I just changed motherboards, and When I follow the the steps listed in the "reactivate windows 10 after hardware change" support page, it gives me the message "unable to activate windows" message after I sign in and identify my device,
with no error code, just a subheader that says "can't activate windows 10 on this device, try again later."

 

Windows 10 won't reactivate after a hardware change

I changed a lot of the hardware on my device recently, however I followed the steps on the Microsoft support page to get my computer ready for the hardware change so that I could reactivate Windows 10 after I changed the hardware. However, now it won't reactivate,
and has the error code 0xC004F025, and when I try to troubleshoot it says "We can't reactivate Windows on this device. Try again later."

My Windows 10 was a free upgrade from Windows 7.
