Windows 10: Can somebody help me fix my computer

Windows 11 update kept failing on my HP 14 stream so I went to the community and was told to delete the windows software distribution files which I did and now my computer will not start. I have no display on my laptop and I'm having to use HDMI cords to TV in order to view the laptop. Since deleting the files I can't even get my computer to show up on my TV so that I can navigate through things and try to get into recovery or safe mode or anything. I'm kind of stuck I need help please thank you in advance.

Hi, could somebody help me?
How to fix Graphic Card MSI RX9200SE-T128 ?

I have computer with specs :
Mobo Asus P5s800-vm, Intel LGA 775 2 MHz, HD 40 Gb, VGA & Audio onboard, Memory 512 Mb.
I buy graphic card MSI RX9200SE-T128, and I think I was install it right. But after I use it for about 1,5 year, now my computer when I turn on at the first time the screen goes blank but the screen power indicator/LED blinking. So I uninstall the graphic card, and voila.... that problem never show up again. But I wonder could I fix that hardware by my self. If somebody know how to fix it, please tell me how step by step.
