Can we download and install windows update of Version 1909 before installing version 1903

Version 1909 stuck without 1903 installed

The standard download for version 1909 is only 300MB if you have version 1903 already installed, if you did not have version 1903 installed, that download should have been much bigger and included everything it needed to install, because 1903 is not pre-requisite
for version 1909 . . .

Try re-starting your PC maybe 3 times in a row to see if that prompts 1909 to begin the installation phase . . .

 

Version 1909 stuck without 1903 installed

I started installing version 1909 which was only notified today, Nov. 24th, without realizing version 1903 failed to install on Sep. 29th when it was received --error code 0x80070643-- so the most recent version I have is 1809 as of May 5th and 1909 is
stuck at 100% downloading. How do I stop it so I can manually install 1903?

 

Windows Featured Updates 1903 and 1909 verses 1809, Older computer will not install versions of 10- 1903 and 1909 why does microso0ft keep trying to down load and install them?

I have a older Desktop running Windows 10, version 1809. The newer versions 1903 and 1909 will not install! No problem with 1809 version downloading and installing!

Since this desktop is old it take all of its effort to Download and try to install 1903 and 1909 I cannot use this computer while the update is working. How do I stop these versions/ 1903 and 1909 from Downloading and Installing?
