Windows 10: Can you help me fix my problems?.

Hey so my PC is acting a bit weird, when I try to open windows update it just loads and if i try to open windows security it says security at glance. also, my startup repair doesn't work, my Microsoft store doesn't work I can't download apps, I have an intelR Core TM i9-10900F CPU @ 2.80GHz 2.81 GHz and a 3090 RTX and 75hz monitor and I'm only getting 60 frames and when i run DirectX11 on some games it crashes, and my screen goes black, and my PC graphics card speeds up.

• Are you getting any error message?
