Windows 10: cannot access certain website

1.my computer cannot access youtube recently, with any browser. firefox throws PR_END_OF_FILE_ERROR while chrome throws ERR_CONNECTION_CLOSED, and IE throws something else.

2. all other websites are completely normal including all other google services.

3. it fails immediately, as if it does not even try to connent at all.

4. I use VPN to gain access, but I guess that does not matter:

4.1. with VPN off, brower should throw timeout when visiting blocked website, but they throw the same error as above, which proves that they do not even try to connect.

4.2. I try the same VPN on my android phone under same wifi, turns out youtube can be reached on my phone, hence it is not a DNS problem.

so the problem should be within my PC, it has to be an windows problemI guess?

5. I've checked my host file ,nothing is there.

6. IE indicates that this maybe a TLS problem, but I have enabled all versions of TLS from 1.1 to 1.4

7. disabling firewall does nothing.

with all these being said, I have no idea what is happening. I personally believe it has something to do with security or certificate, but do not trust me I'm a noob.

suddenly cannot access certain websites which I know are safe. Tried everything.

Method 1: I would suggest you to install all the patches from Windows update.

Try the followings steps:

• 
  Click "Search" and type "Windows update settings" without quotes and hit enter.
  
• 
  Under Updates click on check for updates
  

Method 2: I would suggest you to install latest wireless network adapter drivers from the manufacturer's website.

Method 3: You may refer:

• Open the Task manager. Here’s a tip: Press CTRL+Shift+ESC.

• Click File > Run New Task
• Make sure you have a check mark beside “Create this task with administrative privileges”
  
• Type CMD

Open a CMD window as Administrator:

dism /online /cleanup-image /restorehealth
