Windows 10: Cannot change lock screen background

So recently i was following a tutorial to make my windows 10 look more like windows 7. my cousin has windows 7 and i didnt want him to feel left out so i did what i could to make it look like 7. I got classic shell and then when personalizing it to make it feel like 7 I stumbled across "*Some of these settings are managed/hidden by your organization." I feel like it was classic shell but im not sure when this happened because usually i don't look at the lock screen settings

Lock screen background keep changing

I suggest you to follow the below steps to personalize the lock screen and check if it helps:

Change your lock screen background:

• Right click on Desktop, click on Personalization, and on
  Lock screen in the left pane.
• Here, under Background (click on the drop down arrow) you will see
  Windows spotlight, Picture, Slideshow.
• Select Windows Spotlight, lock the screen (Press Windows key + L) and check if it helps.
• Also, you can select Picture, Choose your picture, lock the screen and check if the issue persists.

Let us know the make and model of your computer.

Let us try few of the troubleshooting steps below and check if it helps.

Step 1: Try to set the lock screen background to picture and check if the issue persists.

Step 2: I suggest you to install all the pending updates on your device and check if it helps.

Steps:

• Connect to the internet.
• Press Windows key and type updates.
• Click on Check for updates.
• Under Windows Updates, click on Check for updates.
• Try to install the updates being shown.

Step 3: Update the Display Adapter drivers.

• Press Windows key + X key when you are at desktop.
• Select Device Manager.
• Expand Display Adapter.
• Right click on the Display Adapter and click on
  Update Driver Software.
• Restart the computer.

Lock Screen keeps changing

Windows Spotlight picks the photos from Bing and displays them in the lock screen. I understand that you have set a picture and it is getting changed automatically.

I suggest you to follow the steps to select the Picture that you want to be displayed on the lock screen. Please follow the steps mentioned below to set a Picture to lock screen:

1. Press and hold Windows + I key on the keyboard to open settings.
   
2. Click on Personalization.
   
3. Click on Lock screen.
   
4. Click on the drop down under Background and select
   Picture.
   
5. Click on Browse and select the picture that you want to set.
