Windows 10: Cannot change network from public to private

greetings from cloudy Scotland!

I would like to ask community for help with network policy.

I want to keep all PCs in private net but every time I reset PCs network changes from private to public.

I tried to change network from public to private using admin account + advanced sharing settings, regedit, powershell, and local security settings. Once I reset pc it always changes back to public.

I have here 5 desktop PCs, identical hardware and all running updated windows 10 pro OS and 4 of them have the same public/private problem.

Each PC has two network cards.

On 4 PCs when I view net cards one is in private and one is in private. PC2, 3,,4 and 5 have public "current profile" but PC1 somehow has no "current profile" and can be viewed from hosts on both private and public network.

I need all PCs to be visible in "Network" windows folder and I can achieve this by changing network to private on all pcs but after I reset it's back on public.

What I can do is change network to private and then I can see other pcs which are in private as well.

what would be the best way to approach this problem?

Change Network from Public to Private

I suggest you to follow the steps below to
change your network from Public to Private:

• 
  Type PowerShell in Search Window and then right click on it and click on
  Run as Administrator.
  
• 
  Type the following command to find your interface Index:
  Get-NetConnectionProfile
  
• 
  Use your interface index (for example 5) with this command:
  Set-NetConnectionProfile -InterfaceIndex 5 -NetworkCategory Private
  
• 
  Now reboot the device and check if the network has changed from Public to Private.

Changing Network from Public to Private

To use these steps to set a network to public or private, your PC must be running Windows 10 Version 1709.

To see which version of Windows 10 your device is currently running, select Start, then select Settings > System > About

To change a Wi-Fi network to public or private:

- Select Start, then select Settings > Network & Internet > Wi-Fi

- Select Manage known networks, select the network you want to change, and then > select Properties.

- Under Network profile, select Public or Private.
