Windows 10: Cannot connect to the internet

So this is a full story so everyone can know what's going on & maybe find a way to help me with this

like 6 months ago, i download Avast Antivirus & install it on drive D since drive C has not enough free space

When i install it, i don't see any Avast Antivirus, instead the Recycle Bin in drive D got corrupted, and i can't create or delete anything in drive D because of not having administrator privilege (i am the only one using this computer)

I have fixed the recycle bin part & format drive D a couple of times but still can't do anything (but i can do things normally when boot in safe mode) so i "delete" drive D & "create" a new drive, G

And i can't hard reset my computer for some reason, it reach about 31% then it undo changes

Then up until recently i cannot type "reset", "malware" or "rogue" in the search bar of my browsers or it will close for some reason (tbh i don't feel bothered about this at all), cannot open MBAM or Iobit Malware Fighter (but not BKAV, keep in mind that i can do everything normally in safe mode)

I think it might be the Avast thing that i installed earlier so i try to delete all registry & file that has "avast" in their name

I search in drive C, found some but their directories are fake, e.g C:\Windows:\Manifests , i can't find that folder anywhere in my computer

And i cannot delete it because i need permission from "TrustedInstaller"

So i boot into Safe Mode, i take ownership of all these Avast files and i try to delete them, but a notification pop up "can't find that file" or something, and i also delete all registry that has "avast" in their name or in their data

And now i can't connect to the internet, it states that "wifi doesn't have a valid ip configuration"

I've tried uninstall driver, use Command Promt but i still can't connect to the internet

I really needs help now

Try the following steps:

• 
  Click "Search" and type "Troubleshooting" without quotes and hit enter.
  
• 
  Click “View All”
  
• 
  Select "Internet Explorer connection"
  
•

• Open Admin command and type: ipconfig
  
  
  
• Win+X->Control Panel->Netwok and Sharing Center
  Follow the screen shot. This should disable internet access from this PC but allows access to local device(s)
  NOTE: Use the IP & Subnet Mask from step 1. Leave Default gateway & DNS Server blank
