Windows 10: Cannot download Gears of War Ultimate Edition: Windows 10

I've been trying for about two weeks to install this game. Every time I try it gets to a certain point then either freezes or blue screens. I've used both the xbox beta app, and just the windows store. Both produce the same results. I've tried several things: resetting both programs, clearing the downloads folder, commands in command prompt. I've even fully reset my pc twice. Nothing has worked. I've noticed a few peculiar things as well. Whenever the download resumes after a crash or an unfinished download, the download speed is briefly much higher than should be possible with my internet connection. I'm not sure if that's an important detail, but I wanted to include it just in case. Another odd thing is that it is only this game. No other game has this issue. Anyway, I just wanted to share this in case anyone else here has had a similar issue or knows a solution. I'd highly appreciate if you could let me know if there is anything I can do.
