Windows 10: Cannot download the xbox insider hub

I have signed in with my Microsoft account that my computer is assigned to and I do not get the option to install the insider hub. It tells me I do not have any applicable devices. How do I make my computer applicable?

Can't log in into Xbox Insider Hub
