Windows 10: Cannot Image with 1803, Can image with 1709 and upgrade to 1803 fine?

I have run into a strange issue with Dell Precision T3500 workstations where if I try to install Windows 10 Build 1803, the system will image. however right after logging in the PC will lock up (keyboard and mouse completely dead). If I image the PC with windows 10 Build 1709, then upgrade the PC to 1803, it works just fine.

I have reproduced this on 3 different T3500's all having the same result. I have also image every other model I have in the lab with the Win 10 1803 image and they all work fine.

Any one have any ideas as to what could be causing this?

As stated, I am able to upgrade to 1803 and everything works fine, so it is not as if I cannot function. I just fail to understand what is happening and it is really starting to bug me.....

When I received the upgrade to 1803, everything seemed fine for a couple of days but then I needed to scan a document and found that I could not communicate with my Epson printer/scanner. To cut a very long story short, I eventually found that turning my VPN (CyberGhost) off allowed access to the printer/scanner.
I decided to return to 1709 and that seemed to fix the problem, until the next reboot. So now I can't print or scan with the VPN active. Furthermore, Windows Update tells me my PC is up to date so I can't get back to 1803.
Neither Epson nor CyberGhost have any ideas, even though they have both been very helpful in running tests.
So here I am, asking if anyone here can suggest either, why the VPN is blocking the printer (even though the printer ip is in the VPN exceptions list) and/or why Windows Update will not restore 1803.

There`s no reason to use Windows update to install 1803.

Just download the 1803 Iso file, then open it with Windows Explorer and run setup, or you can put the Iso file on a usb stick and run it from within windows.

Both methods will install 1803.

I personally recommend using the usb method.

Create a Disk Image of 1709 before you do anything. In my opinion, there`s no reason to update to 1803 if 1709 does everything you need it to. (Unless you run W10 Home)

Why are you using CyberGhost ?
