Windows 10: Cannot load any Xbox PC Pass / Ultimate games on Windows 10 - 0x803F8001

Since last week sometime, I cannot load any Xbox PC Pass titles on my Windows 10 laptop getting the error:

[game] is currently not available in your account. Make sure you are signed in to the Microsoft Store and try again. Here's the error code, in case you need it: 0x803F8001


I am definitely signed in to the Microsoft Store and also have a Game Pass Ultimate subscription on my account.


I have googled the error and tried all the PowerShell app reset commands, dism restorehealth and sfc /scannow commands I could find. nothing resolves it.


I have another Windows 10 machine that is absolutely fine, so the problem is not with my account.


Also, I am unable to download other Game pass apps from the Microsoft Store. As a test I have been trying Bridge Constructor Portal, which starts to install, gets the the Acquiring License stage and then errors with the following:
