Windows 10: Cannot Load Windows Terminal OR Run Any Trouble Shooters In Windows 11 OS Build 22000.675

OK Fellow Members, I've run into a problem, and I can't figure it out. perhaps I could please ask one of you that has seen this and knows the fix. PS- my system came with Windows 11 Home already installed and working great on it. The thing that I'm seeing is this error message whenever I try to launch Windows Terminal. PS I've already tried reinstalling Windows terminal from the store. and I've run the restore to factory settings and yes keep all my files. The message I see isI also see this message whenever I try and run a trouble shooter Anyone have any ideas as to a fix Thank-You

Error 0x80070057 when loading the Compatibility Trouble-shooter/

Selecting any program Properties then selecting the Compatibility tab followed by clicking on “Run compatibility trouble shooter”, I receive an Error “Code 0x80070057 (Context: Restricted)
indicating an error occurred when loading the trouble-shooter. This happens on any installed program. The problem is noted on Windows 10 Version 1803 (OS Build 17134.81).
