    This tool may well offer you a way to 'unlock' the tiles. It depends what it changes.

    Note: An in-place repair install might not fix the problem as it's a setting. That is, the repair install generally respects user settings - including file associations (mostly I found) (unlike the original build 10580). So it depends if you're lucky.

    Unfortunately tile-locker is not much help. It just changes the flag on in the group policy, exactlythe same as I treid manually.
    As as note I can move complete groups around and if I add a new programe it create a new group.
    So I can get some form of useability with every programme in its own group.
    Useable but not really acceptable

    Mm, not surprising, just a GUI way of doing it. So, let's assume it would have worked after your clean install and it's not working now.

    Suggest exploring the possibility of a conflict with sthg installed.
    What happens if you do a clean boot?

    If still a problem, download and install shellexview from Nirsoft. Hide all MS extensions, disable the rest (check if there's anything to be concerned about). The effect is immediate- no need to log off. See how your tiles behave.

    Thanks for your help
    Already tried a Clean boot and in safe mode, even created a new user it still happens on all.
    Shellexview is a neat programme, but this did not help. I suspect theres a corrupted file somewhere.
    I might trawl through the logs just to see if anything stands out, But I do struggle sometimes to interpret them.

    Have you actually tried SFC /SCANNOW (elevated command prompt) - I have a feeling that won't fix your problem tho. - no more.

    I return to my original premise: in place upgrade repair.
    That may fix the problem - but it does respect most of your settings. So if it's some settings issue it doesn't address, it won't fix it.

    1. Create a disk image now. (That's your safety net).
    2. Do an in place upgrade install
    (If things go wrong, you have your disk image)

    This will allow you to see if your problem is fixed, and you can move on.
    What might or will change?
    a. Your system language may be reset to default, and you would need to redownload any language packs.
    b. System restore will be turned off.
    c. You might find the odd association changed (most aren't).
    d. You may need to set up your Wifi connection again (relatively easy).

    SFC /SCANNOW was the first thing I tried.
    Looks like an upgrade repair could be the last but one option.

    Thanks for your help Dalchina.
    The uopgrade repair fixed the problem and was totally painless, and as far as I can tell hasn't broken anything.
    Which has got to be a first for a windows operating system*Smile

    Good.. for sure there would be a specific fix somewhere, but if it's not available, it's faster to do that. Note that as Win 10 seems based on these periodic big builds, the ability to do in place install repairs moves with the OS build, so relatively few updates to redo. Much less painful than in previous editions, and for me the biggest + for Win 10 so far.

    This worked for me. Thanks so much. In my case, moving a Start Menu Item would lock up my computer requiring a manual power reset.

    I'm having a problem with my start menu tiles - I cant move them to rearrange them in the order I want.
    It was working before so i cant say what stopped it working because i could always customize them. Now i cannot move them and when I right click on them the menu that pops up only shows the word "more" and then pin to taskbar etc. but no size of the icons, like small, wide, etc. I cant pin new tiles to the start menu either. I have run sfc /scannow about 5 times and it always reports that it couldn't fix some files. i have run virus scans and malwarebytes scan and each time they find nothing. I am thinking of doing a repair install but i don't know how and i don't know if ill loose the programs Ive installed (not windows apps from the store i hardly ever use those).

    If you have treid some of the other suggestions above then go for an upgrade repair, you should not loose any of the proggies installed.
    I didn't and it fixed my start menu problem.
