Windows 10: Cannot open anything

Start up and log in were normal and desktop loaded but there is nothing on my task bar except for start menu and Cortana but when I hover over the task bar I just get a loading symbol. Nothing seems to be responding. I've tried opening task manager and nothing.

Cannot Open anything from All Settings, can open the file manually

So guys, I cannot open any external desktop app that can be opened from All Settings

for example

Here, if I click on network adapters in ss



Now if I manually go to c>win>sys32 and double click control.exe, it opens, or if I right click the network icon and navigate to network adapter from "Open network and sharing centre" it will open and work, but I get all these types of errors only from that
Settings feature which tries to open desktop based app

• Were there any changes made to your computer settings prior to this issue?
• Is this happening on other user profiles?
• Does it occur in
  safe mode?
• Do you have any third-party security software installed on computer?

See if you can get into Safe Mode by pressing Ctrl+Alt+Del and selecting Task manager.
At lower right click on the Power icon then press and hold Shift and click on Restart.
Follow selections till you get to where you can chose Safe Mode.

See if it logs in normally there. If yes, then shutdown and once that finishes, power on and see what happens.
