how to open Local Croup Policy Editor

On Windows 10 Home version, gpedit isn't included. On Windows 10 Pro, type "group policy" in your Search Windows box, Local Group Policy Editor will be at the top of the results list; click that to open it. Or, Windows key + R, type gpedit.msc in the
    Run box and hit return.
