Windows 10: Cannot open sound settings from control panel

Hello, for the longest time I have been unable to open the sound settings in the control panel. My sound works perfectly fine and I can change the speaker and microphone through other methods. I can here sound and my microphone works fine but since windows 10 I am unable to open the sound settings such as playback devices or recording devices. Whenever I open it, a window will appear with everything on it for a fraction of a second but then disappear. I have tried googling why this is happening but I seem to be the only person with this problem, I have tried updating my drivers, troubleshooting and everything but nothing is working.





It's starting to get really annoying, any help is appreciated.

Before i reformatted my computer anytime I would right click on sound settings and click 'open sound settings' it would always default to my 'sound control panel. Now anytime I open sound settings it opens the main setting options for windows 10 and I
have to click 'sound control panel' on the right side of the window. My work computer doesn't have this issue so i'm sure it's some random setting i can't find.

Thats the default behavior. The quickest way to get to the classic sound control panel:

Open Start, type: change sound card

Hit Enter

Step 1: Opening Control Panel in Windows 10.

Step 2: Access Control Panel in Windows 10 from desktop.

Step 3: Launch Control Panel using search.

• 
  Open Start menu or screen.
  
• 
  In the search box, enter Control Panel and then press Enter key to open the same.
  

Note: You can quickly access the search with the help of Windows + C hotkey.

Step 4: Create Control Panel shortcut on desktop.

• Right-click on desktop, click New, and then click Shortcut.
• In Type the location of the item box, type the following path.

explorer shell:ControlPanelFolder

• Click Next button.
• In the Type a name for this shortcut box, type Control Panel, and click Finish button. You can now double-click on the Control Panel icon on the desktop to quickly launch the same.

Step 5: Pin Control Panel to Start or taskbar.

  In the Start search box, type Control Panel.
  
• 
  When you see search results, right-click on Control Panel entry and then click Pin to Start to pin it to the Start menu or screen.
  

Note: Clicking Pin to taskbar will pin the Control Panel to taskbar.
