Vista and speech recognition

Just wondering if some one could help with a issue i am getting with this.

speech recognition could not start because the language configuration is not supported.

recognizer language must match the language of the user interface. Please change the recognizer language in the speech recognition control panel under advanced options.

As far as i know it's setup right ? Anyone have any insight on solving this ?..

fwiw I just tried it- my locale, speech, display language etc are set to UK English. (Which took some doing this time, or something was slightly messed up).

If I type speech in Cortana's search box, say, I get Windows Speech Recognition as top search.

I use Classic Shell, with the Control Panel expanded, so in a second or less I can see 'Speech Recognition' listed there.

Similarly, if I type 'Speech' in Settings I can easily see Speech Recognition.

SpeechRuntime.exe in C:\Windows\System32\Speech_OneCore\Common ..........

sapisvr.exe in C:\Windows\Speech\Common

Win 10 Pro. Speech Recognition could not start because the language configuration is not supported

I'm using Win 10 Pro with a Bluetooth dongle and headset. I setup my mic and trained my computer, but when I start Speech Recognition (either through Ease of Access or startup) I get this error:

Speech Recognition could not start because the language configuration is not supported.

The recognizer language must match the language of the user interface. Please change the recognizer language in the Speech Recognition control panel under Advanced Options.

The Language in Advanced Options shows Microsoft Speech Recognizer 8.0 for Windows (English - US).

In Speech Settings, Speech Language is English (United States).

In Settings, Language shows as:

• Windows display: English (United States)
  
• Apps & Websites: English (United States)
  
• Regional format: English (United States)
  
• Keyboard: English (United States)
  
• Speech: English (United States)
  

In Region,

• Country or region: United States
  

I have tried the following and have not gotten Speech Recognition to work. I keep getting the same error.

1. Downloading and using English - UK
   
2. ctfmon.exe startup, both with registry edit as well as adding the shortcut to the shell:startup folder
   
3. creating a new local Windows user
   
4. creating a new recognition profile and training with that profile
   
5. changing the region, restarting Windows, changing it back, and restarting Windows
   
6. sfc/scannow via cmd prompt run as admin
