Windows 10: Cannot send code to email to login to laptop

I'm having problems with logging into my laptop. After powering it on and trying to type in my passcode, it says "something happened and you PIN isn't available. Click to set up your PIN again." Clicking it leads me to sign into my Microsoft account by typing in my password, or sending a code to my email. I have had this message for months and it sometimes fixes itself but comes back again. I usually send a code to my email and change my PIN to access my laptop. However, now the problem is I cannot send a code to my email: it says "We couldn't send the code. Please try again" or "You've reques

Cannot send code to email to login to laptop

I'm having problems with logging into my laptop. After powering it on and trying to type in my passcode, it says "something happened and you PIN isn't available. Click to set up your PIN again." Clicking it leads me to sign into my Microsoft account by typing in my password, or sending a code to my email. I have had this message for months and it sometimes fixes itself but comes back again. I usually send a code to my email and change my PIN to access my laptop. However, now the problem is I cannot send a code to my email: it says "We couldn't send the code. Please try again" or "You've requested too many codes today. Please try again tomorrow" or "There's a temporary problem with the service..." I cannot receive a code, so I can't login to my laptop.

I have tried safe booting, which leads me to a screen that wants a bitlocker recovery key. But that requires a code sent to my email too. I have also tried changing my email recovery to a different email, which takes 30 days to take affect. Now I can't change my password or do anything else because whenever I try, it brings me to a screen that says I cannot access the feature because I have to wait 30 days since I changed my email recovery. I can't even cancel this change because I need a code sent to my email, which I cannot receive (same error messages pop up).

What can I do? Is my only option soft resetting my PC (keeping my personal files but deleting all apps)? Or waiting 30 days until my email recovery is changed?

Microsoft not sending me verification code to recover account for laptop login

My laptop has asked me to verify my email and it will send a code. It is the correct email but it is not sending any codes. I've been locked out of my laptop for a week.
