Cannot update my desktop from 1703 to 1809

I have been neglecting updates as I had them turned off due to Windows updating without my consent, so this week I finally wanted to bring my PC running Windows 10 up to date.

I ran through all of regular windows update, rebooted a couple times but was met with the popup message at 52% "Windows could not configure one or more system components. To install windows, restart he computer and then restart the installation."

Restarted, ran through it again, same situation. Googled the error, renamed some catroot folders, stopped some services, and what not according to some other articles, re-ran. No luck. Did the same, this time with Windows Media Creation tool. Same thing. Ran the update troubleshooter, fixed 2 issues, ran the media creation tool, same error. I had disconnected my extra monitors while doing these updates as well as my external USB hub. I have gone into device manager and disabled any problem devices (one USB device was reporting an issue, but no clue which one it was as there was no identifying information in the device properties).

Is there anything else I can do to try to alleviate this issue?

System Stats: Win 10 Build 1703, 48GB RAM (ran memtest, memory is fine), a bunch of SSDs, GTX 1080Ti.

I can provide any diagnostic files, etc. if need be.

    Thanks in advance.

    :)

    Updating from 1703 to 1809.

I have a Surface Pro 4 still on 1703 and have a bunch of updates available to download including a cumulative update for 1703 and Malicious Software Removal Tool along with a Feature Update for 1803 and I was wondering if it was okay for me to bypass them
all and install the 1809 update instead using the Update Assistant tool?

    Thanks.

    Mark.
