Windows 10: Cannot Update Windows 10 V. 1903 x64

I really, really need help.

Whenever I try to Update Windows 10, even though the systems says my PC does not have Quality Correctives and Important Security Updates, I get the following two Error messages.

2020-01 Mise à jour cumulative pour .NET Framework 3.5
pour et 4.8 pour Windows 10 Version 1903 pour les systèmes x64 (KB4532938) -
Erreur 0x8007371b
which translates to:
2020-01 Cummulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903 for system x64 (KB4532938) - Error 0x8007371b

which translates to:

Cumulative Update for Windows 10 for x64-based Systems (KB3156387) will not install

Anyone else having problems getting the Cumulative Update for Windows 10 for x64-based Systems (KB3156387) installed? This update has been failing for me & doing a failed to update after downloading & reboot, then rebooting & removing the update.

V 10.0 build 10240

Windows 7 x64 not detecting GTX295

Background
I installed the 295 and it was not detected. So I downloaded 181.22 for Vista x64, but those drivers didn't work for gaming (CTD). So I installed a GTX 8800 and it was detected and drivers installed automatically from Windows Update.

Now I put the 295 back in, and it installed and was able to run games. However, the nVidia control panel was not available, suggesting that the drivers hadn't installed properly... So I deleted the drivers and rebooted. And... again it lists my 295 as a "Standard VGA Graphics Adapter" and a "3D Video Controler", but no drivers can be found by Windows Update.

Question
1) Is there anywhere I can download the Windows 7 x64 drivers and install them manually?

2) Any idea how I can get Windows 7 to recognize my GTX295 so that it can download the proper drivers.

3) Have you had the GTX295 install automatically in Windows 7 x64?
