Windows 10: Cannot upgrade from 1607

  1. Cannot upgrade from 1607


    I have been having problems updating my PC for about a year now. I didn't care about it too much in the past but I would really like to fix this problem as some programs seem to need the 1803 feature update. Right now pretty much every time I turn on my PC it says that I have sucessfully installed KB4091461 & KB4049411 for 1607 x64. Windows can detect that I can update to 1803 but everytime I run it once it hits 1% it starts to restore the previous version, when I log back into Windows it will say update failed but it will not show the update attempt in Update History for 1803. I have tried using the Media Creation Tool as well but it does the same thing although it will throw back this error : 0x8007001F - 0x2006 The installation failed in the SAFE_OS phase error during (I don't remember the last bit but I believe it was this) Replicate_OC operation. I have tried many solutions that I'll list below


    1. Running elevated cmd commands such as DISM, SFC, CHKDSK


    2. Uninstalling Norton Security Suite using the removal tool (I will mention when I started the PC back up there were still traces of Norton and I even got a pop up asking to update it but I believe I got rid of everything that I could find)


    3. Using the Media Creation Tool to update instead of Windows Update


    4. Running the Windows Update Troubleshooter


    5. Wiping $WINDOWS.~BT and Software Distribution and catroot2


    6. Updating my BIOS to the latest version


    7. Trying to install the update in safe mode or in a clean boot


    8. Unplugging all USB devices while the updating is going besides M/KB


    When I did some research earlier I found that the Safe OS error might be because of a firmware issue or something related to a recovery partition? Although when I check my partitions I have 2, one for about 1.8 TB for the OS and storage (Only have one HDD) and the second one is a 449 MB Recovery Partition. I will say though I used to have GRUB installed when I used to dual boot Ubuntu, although I uninstall Ubuntu, removed GRUB and repaired the bootloader, and merged the Linux Partition back into the Windows one to gain back the HDD space. In terms of parts they should have no issues but I'll also list them here


    GPU: Gigabyte GTX 1080 G1 Gaming

    CPU: Intel 4670K @ 4.4 GHz

    Memory: 16GB Ballistix Sport DDR3 @ 1600 MHz

    HDD: 2 TB Western Digital 7200 RPM

    MB: ASUS Z87-A

  4. Cannot upgrade from 1607

    W10 1607 USB crash

    Since you are having this issue after the Windows Anniversary Update, we suggest that you go back to your previous version of Windows to check if the same thing will happen. Here are the steps:

    • Click Start > Settings > Update & Security > Recovery.
    The time you have to go back depends on what version of Windows 10 your PC is running after the upgrade. Since you are running
    Version 1607, you only have 10 days until this option will be disabled.
