Windows 10: Can't activate Windows 10 IoT Ent2019

We have a brand new Fujitsu Futro, that refuses to activate, tried troubleshooting to no avail. There is no serial number, but something called LTSC Entry on the sticker, how do i proceed with it ?

Although Windows 10 IOT is a version of Windows Enterprise, the activation process may differ as it depends on the type of activation. You can refer to the article:

Actually, IoT Core does not have a menu, that is the default application that comes installed on the sample image from Microsoft. When you create your device you would replace that default experience with the purpose driven application for your solution.

Can Windows 10 IoT Enterprise be kept in a deferred activation state (or never be activated) without losing functionality or support?
