Can't add shortcuts to start menu

Thanks for the roaming folder tip. I noticed that the shortcuts that have a keyboard hotkey associated aren't working. For instance, I placed a shortcut for scrnsave.scn in the roaming folder, assigned a shortcut in it's properties, but the shortcut doesn't work. It used to work so something changed.

I wanted to add a shortcut link to Control Panel because I'm more familar with Windows 7 Professional, and I recently switched to Windows 10 Professional. After finding Control Panel the hard way, I right-clicked on the icon in the address bar, dragging to my desktop. When I released, I selected create shortcut. I pressed [F2] to edit the link name to simply "Control Panel". Next I right-clicked on the new shortcut and selected "pin to start menu". After a few moments the shortcut appeared in the start menu. Then I just moved it where I wanted it. The shortcut on the desktop can be deleted when you're done. I hope this helps.
