    My friend had a power cut and he came back on but his monitor wasn't working this has happened multiple times before, but a while later it started working, now he is stuck at 30Hz and it normally runs 60Hz and he cant change it anywhere except if he uses a resolution that isn't very good for his monitor not low quality but just a different size, how does he fix this?

    I already understood that. But you don't need to change the computer's output to match the video frame rate. Leave the output at 60p. When some 24p, 23p, or 50p video is played, the player will display it at that frame rate.

    I watch my movies and series from these sites with their respective frame rate, and I don't change the output on my PC. It works perfectly.

    When you play a video that doesn't match the output frame rate, do you have a problem with the video signal? For example, there is no signal, or the signal is oscillating.

    If I understand correctly, you change the monitor refresh rate to match the frame rate of the video you are watching.

    Correct me if I'm wrong.

    You don't need to change your monitor refresh rate to match the video you're watching. The video is displayed at the video's own frame rate.

    Therefore, if your monitor is set by default to 60hz, videos that are in 24hz will be played in 24hz regardless of the current refresh rate configured for the monitor.

    Even TVs work this way.

    How to change frame rate of external monitor when all the screens are black?

    My problem was my notebook was trying to output a 4k 60Hz signal trough its HDMI 1.4 port. I needed to change the frame rate to 30Hz and I finally managed to do it.

    If you have a similar issue, follow these steps:

    • Download QRes (link) to Downloads folder and unzip to QRes folder
    • Open wordpad and write "%homepath%\Downloads\QRes\QRes.exe /r:30" (without quotation marks) (I put 30 there because I want 30Hz on the monitor)
    • Save the file with a bat extension, like "change_fr.bat"
    • Click once on the file, just to select it
    • Change projection mode to "second screen only"
    • Press enter
    • Magic Happens!
    In short, you'll execute a command that changes the current display's frame rate even when you don't see anything. And the best thing, you don't need admin rights!
