Windows 10: Can't click a file or folder in file explorer

When i tried to open any file docx, png, jpg, etc, my cursor started loading continuously until i close the file explorer window. Then i searched on windows search for Command Prompt and when i click "Run as administrator" it wont open. But if you clicked "Open" it showed up but not as administrator. So in this condition, i couldn't open any file from windows explorer and open Command prompt as administrator. I've tried restarting the file explorer from Task Manager but it still doesn't work. Can someone help me what to do?

The issue that you’ve encountered regarding the File Explorer may be caused by some configuration or files mismatched. To sort out your concern, we suggest that you reset the folder settings from the
Folder Options. This will reboot the folder’s preferences to its default state and remove any possible software conflict. To do this, you may follow these steps:

• Click Start, type File Explorer, and press
  Enter.
• On the File Explorer window, click the View tab > Options > Change folder and search options > View.
• Under the Folder views section, click Reset Folders, and then select
  Yes to confirm.
• Once you’re done, click OK, and then check if the issue persists.

Note: This process will remove the list of files that you recently opened.

I have added the file count column to my folder in File Explorer. However, the actual file count is not displaying.

• When you say, "actual file count is not displaying" is this issue specific to any folder or happening with all folders?

Generating a .txt based file list in Windows 7

I want to be able to generate a .txt file that lists all the files and folders in a specific folder on my PC, but don't know the name of any programs that do that. Searched on google a bit and came up with this guide, but it's for XP and I can't seem to find some of the folder options to modify the .bat file. Any suggestions? Thanks

EDIT: The .bat file will do what I want if it is in the folder I want to do it in, but the option I want to add is having the right click option that it shows.
