Windows 10: Cant click stop while trying to stop touch keyboard and handwriting panel service

Title says it all the stop button is grayed out.

Trying to do what the title says and, when I click to stop the service, I get "Windows could not stop the Touch Keyboard and Handwriting Panel Service service on Local Computer. The service did not return an error. This could be an internal Windows error
or an internal service error. If the problem persists, contact your system administrator."
