Windows 10: Can't connect to the PPPOE error 651 - Module raspppoe.sys fails to load

Hello, I ran in an issue, I can't connect my windows 10 home via PPPoE with my ethernet cable, when i plug it in ethernet connection is on endless loop of: identification - connected (just for a 0,1 sec) - no connection.
From time to time it stops and stays at Unknown connection. When I try to run the PPPoE it shows up error 651.

I went through thousands of guides. On one guide it guided me to re-register the raspppoe file.

I typed it in the cmd (regsvr32 raspppoe.sys) and RegSvr32 window pops up with:

Module raspppoe.sys fails to load

make sure that the binary file is in the designed path or with the help of tuning find if there are no troubles with binary or dependent files DLL.

Module listed above wasn't found.

(I tried to translate it to english as accurate as possible)


I went to C:Windows and i found the file in:
C:\Windows\System32\drivers

and

C:\Windows\WinSxS\amd64_microsoft-windows-rasbase-raspppoe_31bf3856ad364e35_10.0.18362.1_none_2890f41c17d047f4

Can you help me solve this issue please?

Windows 10 PPPOE error 651

When I installed Windows 10 from Windows 8.1, my network connection with PPPOE

began to return Error 651.

Can any person advise me what to do?

1. The device and setting has been the same as Windows 8 and 8.1, that has been working all right.

2. When I try the same connection with Windows 7 PC, it worked just fine.

 

Connection failed error 651

Thank you for posting in Microsoft Community.

Error code 651 usually occurs when user tries to connect it’s broadband in windows 7 operating system.

It shows a message that Your modem (or other connecting devices) has reported an error and Usually the message will be “Connection failed with error 651” .

I suggest you to uninstall the Modem and check if it helps.

You can also do a right click on the Connections, Select Properties, Then Uncheck the box which says Internet Protocol Version 6 (TCP/IPv6).

Connection was already enabled but failed with error 651.

Two days ago, the above problem suddenly arose.
The only solution was to unplug the LAN cable and then plug it back in.
Can anyone explain why an enabled connection failed with error 651?
If the cable was loose, how could the connection have been enabled?
If the cable was not loose, why could re-plugging have solved the problem?
Is there a reasonable explanation?
