Windows 10: can't get rid pop up window "you'll need a new app to open this http link"

after my window 10 booting and logged in, around 1 minute suddenly pop up window like below.
already restart window multiple times still the result same.

please how to fix this issue, the pop up window is sitting at top of all window.

very annoying and blocking.

Weird peoblem. Can't open links in forums.

I'm getting warm.

I think it has something to do with tab pop-up settings. When it's set to "always open pop-up in a new window" nothing will happen when I click a link. When I have it set to "let internet explorer decide how pop-ups should open" or "Always open pop-ups in a new tab" the clicked link will open in a new tab but the page is blank. It never connects.

When set to "always open pop-up in a new window" it does load another iexplore.exe *32 in the task manager, but the new window does not appear.

• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Mail app will not open on 10041.

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)
