Windows 10: Can't install driver due to "metered connection", but metered connection is actually turned...

I am trying to install our printer on my daughter's Acer notebook but it gets half way through and then tells me it can't complete the installation due to being on a metered connection. But when you go to network settings metered connection is set to off and is greyed out. How do I overcome this problem and force the completion of the driver install? Or is there some magical website or self contained portable app I can use as a portal to my printer?

  Connect to the network that you want to turn on the metered connection.

Since you're using a SIM to be able to use the internet, Windows 10 automatically set your connection as metered if your Internet service provider limits the data you can use.

You can turn the Set as metered connection option to OFF by following these steps:

• Click the Internet access icon from the Taskbar.
  
• Click the network where you are connected, then click Properties.
  
• Locate and toggle the Set as metered connection to OFF.
