Windows 10: Can't install Hitfilm Express 4

An error occurred during the installation of assembly 'Microsoft.VC90.CRT,version="9.0.30729.5570",publicKeyToken="1fc8b3b9a1e18e3b",processorArchitecture="amd64",type=win32". HRESULT: 0x800700C1


That's the error I receive when I try to install Hitfilm Express 4 with setup wizard. All goes well until it attempts to install XAudio2 (Direct X). I've tried everything I've seen on forums and videos. I even tried to install C++ using setup wizard and it wouldn't work either. Then I tried to reset my PC and that didn't work either. Any ideas? Any and all help is greatly appreciated

16GB DDR4 3000MHz

GTX 1070

C Drive=128GB Patriot M.2 SSD

D Drive: 2 256GB Samsung SSDs in RAID 0

E Drive: 1 TB WD External HD

Option 1: Run the Repair for Expression Web 4.

• Select Expression Web 4 from the list.
• Click Repair or Uninstall/Change,
  click Continue, click Repair.

Option 2: Remove the extensions of Expression Web 4.

On the Start Menu Search Box, type Control Panel > This PC > Drive C
and follow this path: Program Files/Microsoft Expression/Web/en/Extensions, and remove the two folders inside
Extensions.
