Windows 10: Can't join groups or clubs on Xbox app for PC

Every time I try to join a group or club through the Xbox App I get the popup saying "You can't do this because of how your account is set up. Go to your privacy & online safety settings on Xbox.com to change this" even though all the settings are enabled. I've tried multiple combinations but nothing works. I was able to join a club through Forza Horizon 3 somehow but when I try to do it through Forza Horizon 4 it just says "There was an error communicating with the Forza Horizon 4 server. Please try again later."

And if I try to join a club through Xbox.com, nothing happens.

1) yes, I am unable to join clubs through either the console and app!

2) yes, I haven't joined clubs before but it doesn't let me join or create one even though i have the correct privileges on my account.

3) yes I can access the parent account if needs be

4) I have had some privileges changed on my account before!

 

Can't join Xbox clubs on Windows 10

I can't create/join Xbox clubs on Windows 10.

It says "change your settings to do this" while my privacy settings allow me to create and join clubs.

I tried disabling and reenabling the setting and logging out and into my xbox app
