Windows 10: cant login to microsoft store showing 'SOMETHING WENT WRONG try again later 0x80070426'

hi i have been facing this issues since 1 month i don't know what caused this issues ,i have followed many solutions from microsoft community but cant resolve this issue (and sorry for my bad english)

Login Error - Wrong Microsoft Account Listed

I'm not sure how this happened, but my laptop shows the administrator account with the wrong email address, which does not belong to me, and I have no idea what the password is for that account. The laptop will not allow me to restore unless I have the
right credentials. I cannot access the settings or the start menu without first logging in. Since I do not have the password, I cannot login. I can't afford to lose my programs and files. Any suggestions on how to login using a different account that is
not listed?

Fast Start on or off makes no difference.

Software Protection is set to Automatic Delayed. The status on the list of services does not show it running. The status on the properties showed it running, then not running. If that sounds strange, look at the status of the Security Center on both windows, it's showing both:
