Windows 10: Can't open windows store You'll need a new app to open this - ms-windows-store

I logged onto my computer the other day to find that windows kept restarting after a couple of seconds of startup. This was then followed by constant freezes after boot. I only fixed this by reinstalling my whole windows. I lost all my files and everything that was on my computer. One I reset my computer, I logged in and started up again and found I could not open any Microsoft app specifically Microsoft store. I tried to troubleshoot microsoft store, tried reinstalling microsoft store, re register the store, reset store cache and none of them worked. The most promising result was trying reinstalling microsoft store and it came up with this error. I just added my wife, Melissa, as a new user account and now the Microsoft Store app is not even listed. When I click on adding an app from your Edge homepage it still shows the window:

I have already typed in the powershell commands suggested and restarted and its still not working. What is the next step? I am using a Dell XPS All In One that started with WIndows 8 - upgraded to 8.1 and then upgraded to WIndows 10.
