Windows 10: Can't reactivate windows 10 pro after a hardware change

After a hardware change to my cpu, motherboard, and ram, I am getting error code 0xC004C003 which says that I don't have a valid digital license or product key. I have tried troubleshooting but the "I changed my hardware" option doesn't pop up and I have tried changing my product key but when I press activate it takes me back to the troubleshoot screen. How can I reactivate windows 10 pro?

I just changed motherboards, and When I follow the the steps listed in the "reactivate windows 10 after hardware change" support page, it gives me the message "unable to activate windows" message after I sign in and identify my device,
with no error code, just a subheader that says "can't activate windows 10 on this device, try again later."
