Windows 10: Can't rename folders in Windows?

I have a rather complex problem:

At first I couldn't install and uninstall many programs, until I found out that I created my Windows username with altcodes, Windows shows me many things wrong, often doesn't recognize the folder because it converts the symbols, so the exe can't extract itself without it not working, hence the NSIS error; Path incorrect error and many more. Now I thought I would rename the user name, but that didn't help, because the desktop of the user (me) whose name has been changed is still stored under a folder, and the parent folder of it has exactly the same name in C User as the altcodes, only that here the characters are really in altcodes. So I would also have to rename the user folder to the user name, but that doesn't work. Then I have created a 2nd user (also Admin). With this user I could get access to the folder and rename it. Then I logged out again, then suddenly there was an error that the profile was damaged and it automatically logged me out again. Luckily I was able to reset the notebook to the restore point I had created before the whole action, but still only partially, something was not working properly during the restore according to windows. But now some folders are ANYWHERE and I have to copy them over to the other user. Let's see, but do you know how I can SUCCESSFULLY rename the folder to use Windows normally again without any errors? (I would like to avoid re-setting for the time being, because then I have to reset everything again)

Thank you for following the steps. What we can try is using the Command Prompt to rename the folder. Kindly follow the steps below:

• Press Windows key and type "command prompt".
• Right-click Command Prompt and select Run as administrator.
• Enter this command: cd /X: (X represents the drive where the folder is).
• Copy and paste this command after entering the first one: icacls * /T /Q /C /RESET.
