Windows 10: Can't run as administrator. I can't run anything as admisnistrator

Hello, I have a problem. I want to delete some programs and i always got access problems. When i tried to open cmd as administrator it opnes but not as administrator. When i write sfc/scannow i i got error "you should run as administrator." Can you help me please? I downloaded MSERT but can't setup because i got error like " you should opening this as admin". I am trying and crying. Please help me

thanks for response. I tried your steps with a Google DNS and Open DNS - but it doesn´t help.

The game still crashes in the moment I try to run it.

I'll be glad for another solutions.
