Windows 10: Can't unistall or install programs

It all started with me trying to uninstall Steam. Whenever I try to restart after uninstalling I'd get stuck on the boot screen. Whenever I simply shut down after uninstalling I turn the computer back on and everything that what uninstalled it suddenly back. After running the command prompt sfc/scannow it was said that there are corrupted files on my computer but it couldn't fix them. Whenever I try to install an antivirus software or some sort of repair tool that could fix this it says that Windows Defender Smartscreen prevented an unrecognized app from starting. When I try to run it anyway it says the file directory is corrupted or unreadable. Does anyone know what might be the problem here? I've even tried resetting my pc but it doesn't work. When it loads back up again everything is the same. I've been unable to figure out how to boot in safe mode too. It feels like everywhere I've turned there's been a dead end. I've also gotten errors for the latest Microsoft updates and so I've been unable to update it.

This is most likely due to an installation/upgrade error with ATI driver's. I suggest doing DriveSweeper and the following:

• Drivesweeper all drivers & in Safe Mode
• Unistall all drivers that aren't used in DriveSweeper (CCC Profiler Updates, MSI AfterBurner, anything related to ATI that use's it's drivers.)
• After you do this, the first thing you need to do is go into Device Manager and Unistall your ATI Drivers

Once your done, restart the PC and then try installing the latest drivers.


I had several issues with this in the past, but I overcame it with logical reasoning and whenever I have a driver issue, I just use these steps and I always overcome the problem.
