Windows 10: Can't update Windows version 1909 to Version 2004

I'm guessing it's something to do with this generic statement from the Windows 10 blog

But what does it mean? I've got a brand new HP Spectre I'm trying to get set up so if there are compatibility issues I'd like to know what they are.

Anybody got any information on this?

How to get the Windows 10 May 2020 Update version 2004

My spouse has a Dell Inspiron 3875, which has not been offered update Version 2004 yet. In checking Dell site, it says - "If your computer model is not listed, Dell is not testing the device, and drivers have not been updated for that model". Model 3875 is not listed. Does this mean I should just stay with Version 1909 indefinitely? I have already tried to update to Version 2004, using Windows Update Assistant, and due to problems, had to roll it back to Version 1909, where it work fine. Seems like a no solution situation?

 

Updating to Windows 10 versions 1903 and 1909

Version 1903 is the public version released in Spring 2019. Version 1909 is the public version released in Autumn 2019.

The version number for Insider Preview having a build number of 19541 (just released) is 2004.
