Windows 10: Can't use any install wizards

I've searched google by copying and pasting the exact pop up, but this doesn't seem to be a common problem. Whenever I try to install something that uses an install wizard, what I believe to be a windows defender smart screen pops up. This began happening after I updated my computer, but I have no way to restore as I didn't find the problem until a while after I updated. I have disabled windows defender and the smartscreen with it, and can't seem to figure out any way to fix it. My windows is fully updated.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

As an initial recommendation, I suggest you to check if you can install the software in Compatibility mode. Follow the below steps.

  Right click the setup file for the program, this can be designated as
  setup.exe or similar executable extension. Click
  Troubleshoot Compatibility to launch the Program Compatibility Troubleshooter wizard which will check for issues.
  
• 
  Select the option “Troubleshoot program”
  and depending on the problems you are experiencing when attempting to install or use the software, check off the problems. Click on Next.
  
• 
  Select a version of Windows the program is known to work in.
  
• 
  Click on Next and then follow the on screen instructions.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.
