Windows 10: Cd problem

Hello,I own a Sony Vaio windows 7 laptop with a i7 and a matshita cd player.I inserted a cd with some programs on it and it recognized it perfectly so I opened a brand new sealed copy of a verbatim CD-R cd .i inserted it into the cd-rom, it spins very quietly and it doesn't detect it.mind you, it only does this with blank cds.Please help me!

• Press "Windows" + "E" button on the keyboard.
• Go to "View > Navigation pane" and select "Show libraries".
• Now in the navigation pane, right-click on the "Music" library under "Libraries" and select "Delete".
• Now right-click on the "Libraries" and select "Restore default libraries".
• Now try to rip.
