Windows 10: "Change brightness based on content" won't turn off

I want to turn off the setting in Settings> System> Display> Brightness, called "Change brightness based on content". It makes it so only the active window is shown at full brightness, and everything else in the background is almost too dim to see. At first, I selected "Always" on the dropdown, but now when I try to switch it back to "Off", the setting just stays on even though the dropdown shows that it's disabled.
