Windows 10: Changing lock screen loads non stop

Quick background: First problem occurred last January 9, 2019, suddenly my settings wont open and in order to fix it i had to reset my PC. However, by resetting my PC another problem occurred. When troubleshooting my Windows update it keeps detecting "Potential Windows Update Database error detected" "Windows Update Components must be repaired" "Check for pending updates" every time i did a troubleshoot and after it finish it will say it got fix but it always comes back when i do the troubleshoot again. So today i finally fixed the the troubleshooting problem, now another problem occurred.

I can't change my lock screen picture, if i try changing it it will just keeps loading non stop. If i try changing it by opening the picture and set it to lock screen it will say "Try a different photo"
What the heck is wrong with Microsoft ? Why do i keep running into problems with windows 10 ?

Lock Screen keeps changing

Hi,

Thank you for writing to Microsoft Community Forums.

Windows Spotlight picks the photos from Bing and displays them in the lock screen. I understand that you have set a picture and it is getting changed automatically.

I suggest you to follow the steps to select the Picture that you want to be displayed on the lock screen. Please follow the steps mentioned below to set a Picture to lock screen:

1. Press and hold Windows + I key on the keyboard to open settings.
   
2. Click on Personalization.
   
3. Click on Lock screen.
   
4. Click on the drop down under Background and select
   Picture.
   
5. Click on Browse and select the picture that you want to set.

unable to change the lock screen Wallpaper.

I appreciate if you could answer few questions to narrow down to the issue.

  What is the exact issue that you are facing?

  Are you facing issues while trying to change the lock screen Wallpaper?
  
• 
  Are you not able to choose the directory where the wallpapers has been saved?
  

As an initial troubleshooting step, I suggest you to restart the computer and check if you are able to successfully change the lock screen wallpaper.

  From Desktop, right click and select
  Personalize.
  
• 
  In Personalization window, click on
  Lock Screen in the left pane.
  
• 
  And choose wallpaper you would like to apply for the lock screen by choosing the browse option.
  
• 
  Close the Personalization window.

Changing lock screen photos

I suggest you to follow the steps provided below and check if it helps.

• Navigate to Start>Settings>Personalization.
• In the left navigation pane, click on Lock screen.
• In the right pane, select Pictures from the drop down list under
  Background.
• Select the picture from the list or click on Browse to select your saved images and set as lock screen image.
