Windows 10: Changing User control settings error

How can I enable full user control without getting a ton of "failed to enumerate" errors after clicking apply? Can't even install printer software to Program Files.


Such hoops to jump through, argh.

Some people get this error message after they've turned off User account control. Check that your UAC setting is set to
notify when there are changes (Control Panel-User Accounts -(Change User Account Control settings).

I had a virus removed, well Norton says the threat is removed but apparently my security settings were changed. I can't access Task Manger, User Account Control settings, can't create or edit User Accounts, and I can't open some apps, it gives me an error
that the app can't open with the built-in administrator account.

 

*edit* reinstalling fixed it.
