Windows 10: "Check the info you entered. It doesn't match the info for this card" when adding a new...

hello.
i am from Indonesia and i have a VISA card.

i have this issue when trying to add a payment method for Microsoft Store.


i filled the fields as it asked, with correct information from my bank print.
cardholder name, card number, expiry date, CVS, address, postal code, etc.
when i try to continue, it shows this error:

"Check the info you entered. It doesn't match the info for this card"

i have searched for other resources and questions about this issue.
there is a suggestion to check the inputs to match precisely as it is on the card, name and address and such.
the thing is, i already put the exact same input to the fields, direct from the information bank print book thing i got from my bank letters, spaces, capitalizations, periods, numbers, and such. they're exactly the same. i still got the error despite that.

another resource i found out, is that Microsoft doesnt accept cards from India.
i am from Indonesia, both my microsoft account and debit card are set to Indonesia region country.
as i am not from India. i should not be affected by this restriction, and my VISA card should have worked.

i initially thought this is an issue with my card.
later on, i tested my card with other services, such as Steam and Google Play.
i inputted the details exactly the same way as i did before, and it worked on those services no "doesnt match info" error. those services accepts the info with no problem.

it seems i only have this "doesnt match info" with Microsoft Store.
only Microsoft Store seems to be the only one that gives "doesnt match info" error.

i'll appreciate any assistance in this matter.
what i want is, is to add my VISA card to use with Microsoft Store.thank you.

keep showing Check the info you entered. It doesn't match the info for this card.

but i have already double check the info is correct. may i know why?

Few of the things you can check while entering the details:

• Enter your name precisely as it appears on the card. Only include your middle initial if it appears on your card.
  
• If this is a company card, enter the company name as both a first name and last name. For example, if the company name is "Contoso Shoes" split the company name into the first and last name fields.
  
• If the company only has one name, for example, "Contoso," enter the company name in both the first and last name fields.
  
• If you are asked to enter the address and it exceeds the Address 1 field, use the Address 2 field. Do not shorten or abbreviate your address.
  
• The card number and type cannot be edited, so if you make a mistake, you'll need to add a new one with the correct information. Other credit card information can be edited, such as billing address and expiration
  date.
