Windows 10: CMD.exe Fails to Open Error 0xc0000142

Hello!

I've ran into a massive issue that is slowly crippling my pc.

I think it began by running Ccleaner through my applications and registry for the first time in two or three years.

Now, whenever I try to run cmd.exe I get error '0xc0000142'. This happens on nearly everything thta isn't already installed or requires command prompt.

I have tried running powershell and got the same error. I have tried safe mode with an error making me unable to run sfc /scannow. I have tried a recovery USB. All have failed.

I also tried using the backup registry file Ccleaner created, that seemed to only make things worse as my wallpaper won't appear anymore.

Any help would be greatly appreciated, I'm stumped on this one.

windows exe files are not working. cmd.exe are not working. i can't run sfc \scannow , chkdsk , cmd etc.

I am getting "the application was unable to start correctly 0xc0000142" error on server 2012. windows exe files in system32 are giving errors.
cmd is not opening. I did regedit repair. But the problem didn't improve.

Please help me.
